The Review

   The paper contributes experimental data analysis from (noninvasive) scalp
   EEGs on mice. Various analyses results are reported and discussed from an
   EEG signal perspective. 
   While the paper starts and ends by claiming that (quote) “we anticipate
   the proposed mouse EEG research framework to provide better insights and
   interpretations on EEG-based ubiquitous wearable computing environments
   as a translational research” and cites various (more or less)
   Ubicomp-related fields to which the research or findings could be
   extended, IT CLEARLY AND ENTIRELY FAILS to provide even the simplest such
   translational-research results/applications. Rather, it seems much more
   likely that all results reported have no relevance for BCI (brian
   computer interaction) and UbiComp. 
   It is therefore not imaginable to accept the paper for a UbiComp DC at
   its current stage: a resubmission (next year) can only be advised if
   evidence about clear translational-research results (that improve the
   state of the art in UbiComp!) can be presented. 
   Apart from this major flaw, the paper also fails to provide the details
   of a full-fledged PhD plan as requested in the CfP. The contribution
   reported looks rather like a single conference paper.
